Last time CONCORD tried sway capsuleer influence and presence they were under the influence of an outside force. I would put little weight on what CONCORD wants at this point.

CONCORD have been nothing but a hindrance, and have shown no support or co-operation.

Do not openly defy them, for they are an authority in empire security matters and may hinder projects even more if directly challenge. Only then one may find a reasonable enough excuse/reason to mess with their activities.
