CONCORD

CONCORD stands for Consolidated Cooperation and Relations Command. CONCORD was founded over a century ago, not long after the five empires had established contact with each other. Relationships between the five empires were strained right from the start and one of the main purposes of CONCORD was to ease the fragile tension and create a foundation for the empires to work their differences out in a peaceful manner. In this regard, the workings of CONCORD can be said to have been successful, since the empires have kept the peace over the last century. On numerous occasions relationships deteriorated to within an inch of all out war, but through the efforts of CONCORD a compromise solution has always been found.


Organization

CONCORD is branched into numerous divisions, each of which handles a certain aspect of the empire relationship. Of these divisions the CAD (Commerce Assessment Department), which oversees inter-stellar trade agreements and regulations; and DED (Directive Enforcement Department), which oversees policing in space, are by far the largest and most influential. Most space farers will only ever deal with these two departments on any regular basis and to many those two, and mainly DED are the actual face of CONCORD.

The inner workings of CONCORD are democratic in nature, today each of the five empires have an equal saying in all matters. Early on the Amarr were adamant that the Minmatar Republic would not get an admission into CONCORD, but later reluctantly agreed, even if they still refuse to accept the legitimacy of the Republic.

CONCORD was jointly formed a century ago by all the empires. The intention of it was to foster the fragile relationship between the empires and act as a meeting place where they could discuss their differences and hammer out a compromise solution. CONCORD has since taken on a life of its own, proud of its independence and determined to uphold its duties.



Secure Commerce Commission.png

CONCORD contains a division called the Secure Commerce Commission which is jointly run by the major New Eden empires to ensure a safe and universally regulated trade environment.

The Minmatar Republic and the Jove Empire once cooperated on a joint project to ensure the Secure Commerce Commission would act under strict codes of neutrality, similar to other empire-run institutions such as InterBus. These codes ensure the SCC keeps all dealings secure, but also secret, with no chance of government interference.



DED.png

The police enforcement arm of CONCORD. DED has the responsibility of tracking down known criminals and attacking criminal facilities. They frequently operate outside empire space, wanting criminals to understand that they are nowhere safe from the long arm of the law.



CONCORD Aerospace.png

CONCORD's Directive Enforcement Department became concerned early in the Drifter Crisis that its inventory of ships could no longer meet its needs. The CONCORD Aerospace division therefore embarked on its "Force Majeure Program" to develop enhanced variants.

While CONCORD Aerospace successfully upgraded DED's stable of vessels with hyper-advanced technology, the program became a severe drain on CONCORD's resources. Consequently, the Inner Circle authorized a limited release of CONCORD Aerospace's designs, stripped of CONCORD's advanced rapid-deployment and electronic warfare suites. The division was established as a subsidiary corporation to facilitate the release of these designs to the capsuleer market via authorized dealers.



CONCORD Directive Intelligence Agency.png

The CONCORD Directive Intelligence Agency is an offshoot of the DED that provides a range of intelligence gathering and reporting services to CONCORD. The CDIA is also known for producing the CDIA Interstellar Fact Book and its series of briefing holos for capsuleers: the CDIA Files.



Independent Gaming Commission.png

Formed in the wake of the YC105 Amarr Succession Trials when a group of entrepreneurs at the Secure Commerce Commission realised how popular structured combat tournaments were among capsuleers, the Independent Gaming Commission has grown from a small passion project into the CONCORD Assembly’s regulatory body for all competitive sports.

With its own highly skilled team of engineers and state of the art shipyards that produce low volume bespoke versions of the most popular hulls in the cluster as prizes, the IGC maintains a healthy bottom line from event organization, sponsorship and adjudication across the cluster.



Inner Circle.png

Inner Circle is the top level department of CONCORD. The policies of CONCORD are discussed and decided on Inner Circle meetings, which are usually closed to the public. At first the members of the circle were nominated by the empires, but now they rise from the ranks of CONCORD employees. Thus, their loyalty is no longer bound to any one empire, but rather to CONCORD itself.



Project Discovery.png

Project Discovery's Exoplanets Hunting Program is the primary focus of the organization since its attachment to CONCORD as an affiliated research corporation.

Project Discovery was transferred to CONCORD oversight from the Sisters of EVE in July YC119. This followed the SOE's controversial sharing of new cloning technology, partially based on Project Discovery findings, directly with the empires, which bypassed CONCORD directives.



History

For the first few decades of its existence CONCORD wielded very limited power, but in recent years their authority has grown alongside that of inter-stellar trade, which is becoming more important by the day throughout the world of New Eden. The growing power of CONCORD has caused some concern within the empires and many are becoming alarmed by CONCORD’s attempts to insert its autonomy in areas hitherto regarded as internal affairs of the empires. The root for this development lies in the evolution of CONCORD itself. It’s no longer simply a neutral ground for the empires to hammer out diplomatic agreements - it has become an independent institution setting its own rules and regulations and, more importantly, is both willing and able to uphold them. The ever-expanding bureaucracy of CONCORD has become a-empirical, swearing fealty to no one race. The only hold the empires have had on CONCORD, that of financial support, is waning day by day as the revenues garnered through customs, confiscation of illegal goods, selling licenses, and more, are steadily increasing.

The empires haven’t been bothered to interfere with this development as, on the whole, CONCORD is doing its job very well and there have been no major cases of abused power. But many fear that this may change one day.
