The Origin System is a privately funded independent colony settled by the Alexylva Paradox in YC115. Lacking an official designation, much of the government of Origin remains in an ad-hoc state, and it has yet to be recognized as a legitimate government by other nations. The government itself acts as primarily a mediator and equalizer among the largely independent colonists and colony projects of the system.

History

The beginning of the government's formation began in YC115, as more and more colonists entered the system. Whereas initially all colonists were employees of the Alexylva Paradox, as the population grew and more and more independent industries and businesses began to open up, it was clear that a real governing body would soon be required. The Origin Colonial authority was unceremoniously founded in late-YC115 during first establishment of planetside habitation on Renaissance in order to better manage the planned colonisation effort on various planets Initially acting merely as an advisory board, It would soon find its present resources stretched thin by establishment of Foundation on Renaissance. As the population boomed with the establishment of the first city in Origin, Colonial Authority needed to expand its capabilities and resources. As a result the superorganismal body, the Council of Coordinators was established with assistance of Alexylva Paradox. This new body now acts as the head of government for the system. Below the CoC, a new division of authority was established, splitting the existing command structure into three branches: Alexylva Paradox, The Origin Colonial authority and the Office of Central Reconnaissance.

Government Branches

Alexylva Paradox

The capsuleer corporation. Since the governmental reform Paradox is responsible for the majority of spacebound assets such as orbital customs facilities, starbases and various other related infrastructure. The corporation is also responsible for the system’s safety and security from hostile capsuleer corporations. The wider Colonial Authority interacts with Paradox primarily in an advisory manner, consulting with the capsuleers in their decision making, leaving most of the decisions up to the Corporation’s dedicated leadership of Coordinators and Sub-Coordinators.

Origin Colonial Authority

The Colonial Authority’s responsibility is not only governance of the wider populace but also the related infrastructure and institutions. The authority is lead by a representative council of experts and representatives of different demographics present in Origin. Although the exact number of Coordinators is known to fluctuate as offices merge and split, the number remains between 300 and 400 members. While at first glance the Colonial Authority’s role is seemingly purely administrative, their influence reaches further than most think. As the council’s experts manage anything from new road building and water reclamation to aiding various research groups and organizations in origin, such as the Radio telescope on Renaissance’s moon Synesthesia.

Office of Central Reconnaissance

The OCR is responsible of majority of the intelligence gathering and protection of Origin’s citizens from internal and external threats in a manner akin to their larger empire equivalents such as the Federal Intelligence Office. While their primary function is protection of Origin’s citizens they do not report to Colonial authority and are maintained under the sole supervision of Shiroh Yatamii, only giving peripheral support to Colonial authority and Alexylva Paradox.

Governing Documents

The legal system for the Origin system is laid out in a series of publicly available documents established by the Alexylva Paradox and later by the population of Origin.

Corporate Policy Agreement

The Corporate Policy Agreement of the Alexlyva Paradox is a set of basic employee agreements governing behaviour of corporate employees. The policy agreement is far more basic then that of most megacorporations, and is established with each employee acting as a subcontracted entrepreneur. These agreements govern day to day policy of the Alexylva Paradox, and dictate chain of command, conflict mediation, corporate law, and other vital functions. These documents apply exclusively to Paradox employees, and are a signed agreement made between the employee and the company. They do not apply to the majority of the Origin colonists.

Exodus Charter

The Exodus Charter is the legal backbone of the Origin system. Co-written by over 23,000 colonists over the Origin Colonial Subnet, and ratified by 75% of the population in late YC115, it dictates the operation of the core functions of government. Beginning with the most basic functions and powers of the branches of government, rights of the citizens, and the legal system, it extends out to encompass all areas of government operation. Tax laws, penal codes, land rights, and the various offices of the Colonial Authority, are all detailed out within the Exodus Charter. The Charter is considered a living document, and regularly scheduled and organised citizen referendums modify the charter on a frequent basis.
