Elusenia, officially the Cooperative Republic of Elusenia (Ξοοπερατιϝε Ρεπυβλιξ Ελυσενια) or simply the Elusenian Cooperative, is a corporate republic on Vale IV. Originally founded by the private foundation of Gallentean actress Anette Inhonores, Elusenia serves as both a headquarters for the non-profit corporation's interstellar humanitarian endeavors and a model for what the state desires to achieve in the long-term. Elusenia is currently not a signatory of the Federation Charter, and is considered by Villore authorities as private corporate land. It is not fully recognized by all Federation member states, with active efforts towards increasing its standing.


Etymology

Elusenia is derived from the word elusen, which means charity in a native Gallente Prime language. The -ia suffix pertains to the common usage evident in names such as Gallentia, the traditional name of Luminaire VI.


Geography

Elusenia (Ελυσενια) covers the entire island of Eluseny situated off the far north-west of the Lamorgan (Λαμοργαν) continent in Vale IV's southern hemisphere. A temperate climate with a highly exotic ecology, the central heartlands of Eluseny is dominated by marshes and swamps surrounding a series of lakes, the largest of which is known as Lake Rae. The southwestern and northwestern regions of Eluseny are mountainous, called the Lower and Upper Arduinnas (Αδρυιννασ) respectively. Much of the eastern region of Eluseny is mostly forests with varying levels of density, with the exception of the extreme northeast, which is grassland, and the extreme southeast, which is highlands.

Elusenia's location on the planet as well as its ecology makes it famous for its purple sunsets and sunrises, and deep blue twilights.


Locations

Caerleon

Caerleon (Ξαερλεον) is the capital city of Elusenia, located on the west coast of the island in the Bay of Camlann. The city is built around an open arcology known as Caerleon Core, which doubles as a massive solar energy receiver. In the heart of the Core is the Protevousa, which houses the entire government and bureaucratic apparatus. Caerleon’s architectural style is based on Neo-Rouvenor designs, with clean white concrete, sapphire-tinted windows, and terracotta roofing.

There is a large number of entertainment venues located in Caerleon, oriented towards teenagers and young adults. Remelac Square and its Underground is home to virtual gaming arcades, improv lounges, poetry clubs, quizatoriums, dance-off arenas, and various other participatory education-oriented venues. More family-oriented entertainment is available at the Umille Leisure Temple, targeting all ages. The Caerleon Sports Coliseum is both a stadium and massive sports complex for citizens to indulge in a variety of athletic pursuits, with its seafront location giving it access to the marinas for water sports. Finally, the Heavenbound Concert Hall can play host to a variety of cultural events.

By virtue of Caerleon’s waterfront location, it has its own harbour that links with other coastal states on Vale IV. There are no beaches in Caerleon itself, thus it is only the marinas attached to the Sports Coliseum that offers water leisure activities. The high-walled compound of EFB Tintagel hosts coast guard and port customs elements of the ELPIDA Maritime Corps.


University of Elusenia

The University of Elusenia (UoE) is located in the heartlands, built around the northern side of one of the smaller bodies of water north of Lake Rae. The campus is effectively its own small city, built spaciously amongst the indigenous flora. In addition to the teaching colleges, there are three research centres; the Elusenian Institute for Advancement in Education (EIAE), the Elusenian Holistic Health Academy (EHHA), and the Elusenian Center of Technology (ECT). These research institutes play a key role in supporting and augmenting the Elusenian Cooperative’s humanitarian efforts. The University of Elusenia utilizes the Caillean education system, though it does take in certain elements of the Caldari school with regards to vocational level training. UoE is free for any citizen-employee of Elusenia. It is open for students across New Eden, with tuition fees scaled depending on a candidate’s socioeconomic background. Bursaries and scholarships are open for able candidates from poor and/or impoverished backgrounds.

The Elusenian Institute for Advancement in Education trains prospective teachers with official teaching qualifications to take back to their communities of origin. EIAE also writes, prints, and publishes textbooks to be made available to planetary societies in need of study material. The Elusenian Cooperative completely subsidizes both of these activities. EIAE also researches educational theory to supplement its activities. The Elusenian Holistic Health Academy is a university hospital that researches, develops, and manufactures medical supplies and vaccines for provision to communities afflicted by illness or disease. In addition, it studies methods of therapy in sports and music, to be applied by Elusenian medical specialists in the Cooperative’s humanitarian programs. As with the EIAE, the EHHA also accredits individuals from poorer Federation countries and other planetary societies to become doctors and nurses, citing the spirit of self-reliance and –improvement. The Cooperative subsidizes medical students from these areas. Finally, the Elusenian Center of Technology (ECT) develops and manufactures personal computers with GalNet access for distribution to community centers and schools in poor communities free of charge, as well as develop solutions in artificial intelligences. This includes the provision of AI educators in societies without access to qualified teachers, or supplementing poor governments in need of working and effective bureaucracies.


New Kaili

New Kaili (Καιλι Νοϝα) is the second-largest city in Elusenia. The city is located on the southeastern reach of Elusenia, connected to the Lamorgan continent via the 60km-long Myndbouca Bridge over the Kaili Strait. New Kaili is built on an unassuming grid network, primarily low- and medium-rise with occasional skyscrapers. The architectural style is curved glass and steel, emphasizing motifs of social transparency. It is home to numerous client campuses from foreign universities, who are charged rent by Elusenia. The purpose of New Kaili is to serve as a cosmopolitan locale for the knowledge exchange between the Elusenian intelligentsia and the academia from other states and planets. It is also Elusenia's trade hub with the mainland, hosting foreign businesses and interests.


San Moireach

San Moireach (Σαν Μοιρεαξη) is a small city located on the northeastern coastal flats of Elusenia. It emulates a pre-industrial Gallentia beachside canal town using whitestone, designed to serve as a tourist destination for off- and on-worlders alike. The entire infrastructure of San Moireach is geared towards tourism, although there is a growing fishing industry that supports the local cuisine. Northwards is Fate Atolls, a hyper-contemporary pleasure resort that is accessible via ferry from San Moireach.

Located in San Moireach is the Damocles Defence College, the officer training school for ELPIDA, the Elusenian military.


Port Belisama

Port Belisama (Βελισαμα Πορτ) is located in the northwest of Elusenia, around 200km north-north-east of Caerleon. It is a civilian town that supports the largest naval base of the ELPIDA Maritime Corps, Aisling Bay (Βαψ οφ Αισλινγ). EFB Aisling Bay is the headquarters of the maritime fleet of Elusenia, which contributes to anti-piracy efforts across Vale IV.


Esslemont

Esslemont (Εσσλεμοντ) is a town 140km south of Caerleon, located in a valley within the Lower Arduinnas. The town was built to support the Elusenian Society of Conscious Thought, the establishment of which was funded by capsuleer organization Kitzless. Esslemont is constructed on the valley slope, built on four artificial tiers along the incline. The SOCT school building itself is located on a peak overlooking the town.

Esslemont is otherwise relatively isolated due to its location. Residents are primarily school staff and their families (excluding select staff members), as well as individuals employed to support the school in the areas of leisure and retail. Esslemont Shuttleport offers a connection to space for restricted clientele.


Raeden

Raeden (Ραεδεν) is a small town located on the east side of Lake Rae, around 270km east of the capital. It is inhabited primarily by scientists dedicated to researching the exotic flora of Elusenia, particularly the swamps and marshlands. There are tourist options available for leisure activities on the lake.


Politics

The Elusenian Cooperative is a directly-democratic corporate republic where all citizens are joint owners of the collective on a one-person-one-vote system. The Constitution of Elusenia is the supreme law that details the framework of the entire corporation, outlying government structure and powers as well as fundamental rights. Elusenian political philosophy is firmly Gallente in nature, emphasizing democratic principles such as popular sovereignty, constitutionalism, and the rule of law. Elusenian corporate republicanism is defined as a state formed in the public interest, where all citizens have consented to support the common good and work towards the principles that the corporation is founded on.


Government

Elusenia utilizes a directorial parliamentary system that serves as the apparatus of the cooperative. All citizens are members of the Agora, the legislative body that holds supreme power over the republic. The Agora elects the executive branch, known as the Directorate. The Senate is the a nominal upper chamber of the legislature designed to temper potential majoritarianism that may arise in the Agora, and is elected by a random college of educated citizens. The judicial branch is composed of three supreme courts, with members nominated by the Directorate and approved by the Agora.

Elusenia’s e-democracy and bureaucracy are both heavily assisted by artificial intelligences that are sufficiently advanced for their purpose but otherwise classed as weak by interstellar regulatory bodies. The Governmental, Administrative, and Bureaucratic Intelligence for Elusenia (GABIE) is the foremost AI that informs all government action. AIs junior to GABIE serve in a wide array of roles, from data collection and collation to drafting new legislation.


Directorate

The Directorate is the chief executive body of the corporation that serves as the collective head of state and government of Elusenia. There are twelve Directors who sit on a rotunda mensa (round table) basis, including a Director-General as primus inter pares (first amongst equals) and nominal head. The remaining eleven Directors each head up a Sub-Directorate. The Sub-Directorates include Home Affairs, Foreign Relations and Defence, Finance, Infrastructure, Education, Science and Technology, Health, Justice, Culture and Sports, Environment and Agriculture, and Economic Affairs. Each Sub-Directorate oversees the corporate subsidiaries responsible for the day-to-day functioning of Elusenia (called agencies) as well as its extraplanetary humanitarian operations.

Candidates for the Directorate must hold an incumbent management position within the cooperative. Candidates must be in possession of a specialized post-graduate university education and must have significant demonstrable experience in the field relevant to the position they are applying for. Any citizen-employee of Elusenia who meets these prerequisites can submit their application for candidacy to the Sub-Directorate of Home Affairs, to be approved by the Senate and then the Agora. Members of the Directorate serve two year terms and can be removed from office at any time following a quorum from the Agora.

The Directorate also nominate Lieutenant Directors to administrate each area outside the capital. Prospective Lieutenant Directors must be educated to the post-graduate level, and are approved by members of the Agora resident to the respective territories.


Senate

The Senate is the nominal upper chamber of the legislature of Elusenia. There are fifty Senators who are indirectly elected by a college of citizens randomly selected by GABIE. Members of this electoral college must have a university education at the minimum. Like candidates for the Directorate, prospective Senators must be educated to the post-graduate university level at least, but there is no requirement for any specific qualification or prior professional experience. As such, Elusenian Senators are generalists rather than the specialists of the Directorate.

The primary purpose of the Senate is to temper majority rule and serve as a chamber of sober second thought by standing as a constitutional council. The Senate is tasked with reviewing all proposals from the Agora, and is expected to provide recommendations for amendments in instances of rejecting a proposal, which it can only do a maximum of three times. It is also expected to regularly advise the Agora in ensuring that the lower chamber's actions are in line with and not in violation of the Elusenian constitution.

The Senate can propose new laws to the Agora, but it cannot pass new laws independently. While the Agora is concerned with day-to-day decision-making in Elusenia, the Senate is designed to function on an anticipatory basis, entrusted with drafting legislation that has a long-term outlook. Two Senators are internally elected as Consuls, who jointly serve as the face of the Elusenian Senate. Senators are appointed for twelve month terms, renewable only with the approval of the Agora.


Agora

The Agora is the primary legislative body of Elusenia and the ultimate holder of sovereignty. It is a virtual environment and thus has no physical location beyond its main servers within Caerleon Core. Every employee of the Elusenian Cooperative is considered a member of the Agora (called Citizens), though the principle of voluntary association combined with pragmatic concerns means that the Agora nominally functions on a system of delegative democracy. Citizens who are either unwilling or unable to regularly participate in the Agora have the option of assigning a Delegate to represent their interests at any time. Delegates can delegate further when the need of specialists arises. Principal Delegates are appointed for specific sessions as and when required. Support for Delegates can be withdrawn at any time, should Citizens wish to represent themselves or otherwise.

The Agora has a heavy focus on consensus-building, though laws can be passed on an absolute supermajority. GABIE and lesser AIs known as LASSIEs (Legislative Assistants for Elusenia) play an active role in the Agora, from regulating parliamentary procedure and maintaining discipline, to presenting data and relevant forms of information to the chamber. There is a strong emphasis on the Agora acting only when it is properly informed with the objectivity of the AIs, who are at the whims of the chamber. Citizens are legally obligated to participate at least once a month without the use of Delegates in the Agora; citizens must either vote on at least one issue, submit a question to the floor, or watch the proceedings of the Agora for a period of two hours continuous.


Legal system

Elusenia operates a civil law system with three national courts. The High Court of Justice deals with all judicial cases covering civil or criminal matters at the national level, and is an appellate court above the Community Courts. The Court of Corporation deals with administrative law and regulates corporate procedures in defining the powers of bureaucratic agencies, while the Court of Constitution deals with citizens who feel their constitutional rights have been infringed. While the Court of Administration can identify actions by corporate agencies (such as Lieutenant Directors) at any level as illegal, the Court of Constitution cannot overrule decisions made by the legislature due to the emphasis on direct democracy. The three national courts each have six Justices who serve seven year terms. Justices cannot be removed from office.

Each jurisdiction outside the capital has its own Community Court, which deals with local civil and criminal cases. Community Courts are headed by a Superintendent, who are nominated by the Directorate and approved by the entire Agora. While the national courts use inquistorial systems, Community Courts utilize adversarial systems for judicial proceedings. Superintendents serve seven year terms.


Foreign relations

Elusenia is constitutionally neutral. It is said this is done in order to maximize its political leverage in promoting its humanitarian agenda. It recognizes Federation member states, Minmatar clans, and Amarr holderships as individual sovereign entities that make up the whole. The exception stands when interacting with the Caldari State, Elusenia engages with the Big Eight directly, rather than planetary subsidiaries. Elusenia is a proponent of the Neo-Lyacean school of international relations, believing that the pursuit of a universal principle must be done in accordance with the laws and norms appropriate to each cultural context.

Although politically neutral, Elusenia maintains a military force for humanitarian relief, foreign assistance, and peacekeeping purposes. The Elusenian military also upholds the nation's armed neutrality. Elusenia does not recognize entitites classified as piratical by CONCORD as having any political legitimacy whatsoever, identifing them as tyrannical regimes. As such, Elusenia actively contributes to local planetary security efforts, and uses its small space force against pirate forces.


Economy

Elusenia is placed among the wealthier planetary states through its dealing in ISK currency, which was made possible by the large venture capital provided by the Inhonores family, said to be in excess of 800 million ISK. The Elusenian economic system is derived from the corporation's cooperative status, where every employee is an equal owner of the collective. As such, Elusenia runs on a self-managed economy via a second type of corporate subsidiaries, called unions, that are operated democratically via the same one-person-one-vote system. Chief among these are the property unions. Elusenians indirectly own their property by holding membership and interests in property unions, which are in turn a subsidiary of the greater cooperative. Membership of property unions for individuals who are either between jobs or self-employed is vital, as it provides them suffrage within the Elusenian political system.

Credit unions are the primary type of financial institution in Elusenia. Elusenian credit unions are one of the foremost ventures within the corporation's humanitarian apparatus, heavily invested in colonial and rural development off-world as their primary source of income. Commercial service unions are another type of union, considered the lifeblood of the Elusenian homeland economy. The tertiary sector has multiple unions that compete among one another in a market system. As usual in Gallentean systems, competition law dictates that there must not be an instance where one union monopolizes an entire sector of the economy, stemmed from the belief that this would lead to corruption.

Unions in other sectors, such as agriculture and mining, are present but much smaller than their aforementioned counterparts due to the heavy reliance on drone automation within the primary and secondary industries.


Off-world subsidiaries

In order to generate revenue for Elusenia, the corporation owns a third set of subsidiaries called projects. These projects slot into the interstellar humanitarian mission of Elusenia, but differ from other endeavors in the sense they are not charitable, and charge for services provided. Below are the largest subsidiaries of Elusenia that operate off-world.


Elusenian Academies

Elusenian Academies are elite secondary schools open to 12- to 18-year-olds for either general or specialized education. Prospective students must pass entrance examinations and meet the tuition fee requirements, but candidates from poor backgrounds can be subsidized by Elusenia. There are several types of Elusenian Academies, all based on the educational doctrine of humanitarianism espoused by the cooperative. Language Academies offer general secondary education with an acute focus on multilingualism and political sciences. Science Academies specialize in artificial intelligence, medicine, and the environmental sciences. Finally, Sports & Performing Arts Academies specializes according to its namesake, with an additional emphasis on history and cultural studies.

The academic process is rigorous. Students must meet bi-annual performance standards or be dismissed from the school with a letter of recommendation for transfer. The justification for this stems from the belief that a place in the school that a sub-par student occupies can be better utilized by an individual in greater need of education. Successful students can be granted a scholarship into the University of Elusenia.


Trydan Electric

Trydan Electric is a project dedicated to providing cheap renewable energy solutions for frontier and rural settlements. Shunning hydrogen battery usage for creating a system of dependency, Trydan Electric sells its services at a low cost in installing solar, wind, geothermal, or biomass power generation systems for communities who desire energy self-sufficiency through sustainable solutions. Yearly maintenance and emergency breakdown coverage are provided free of charge, though upgrades and more frequent maintenance schedules are provided for a fee.


EluseDron

EluseDron is a drone manufacturer that focuses on developing very cheap robotics for application in domestic and municipal situations. Products include household assistants, farmhand drones, street cleaners, administrative assistants, wildlife defence, and other designs primed for easing the burden of living in underdeveloped communities.


Destiny Foundation

The Destiny Foundation is the private foundation of actress Anette Inhonores. 99% of all earnings generated by the Anette brand goes to the Foundation, which works through donations, grants, and initiatives to improve child education, healthcare, and living/working conditions in poor societies. Previously the corporate authority of Elusenia, it was absorbed into the Cooperative as a full subsidiary in mid-August 115. Unlike other Elusenian projects, the Destiny Foundation is not a source of revenue generation for the main collective. It does accept unconditional donations, which go to fund the Foundation's activities.


Culture

Elusenia has a female-dominated culture as a consequence of the patronage of Anette Inhonores in the original colonization, though there is a strong androgynous current in addition to the aforementioned mainstream. Elusenians are by and large regarded as aristocratic philanthropists by other Lamorganese, either highly educated or overly educated depending on who is asked. Though fervent in the pursuit of the corporation's mission, Elusenians generally do not consider it prudent to engage in political conversation with outsiders, as they consider this to be impolite and undiplomatic.

Elusenia otherwise has a culture derived from the wider Gallente Prime civilization, espousing traditional concepts of reason, spirit, and desire. Poetry and theatre tend to explore and develop Elusenian philosophy, while comedy shows have a strong focus on political satire to inform the public opinion. Physical perfection and beauty are highly espoused among Elusenians in pursuit of spiritual fulfillment, with mastery of non-violent sports and athletics considered the civilized means to attain this. There is a condescension towards beauty attained through artificial means, and an unspoken distaste of body modification in general. Lastly, the desire aspects of Elusenian culture manifests through sexual openness and promiscuity. Prostitution is regulated by official agencies, though sexual activity as a means of socialization is encouraged over the use of courtesans.
