The Regional Blood Raider Secure Server is one of many Radar Sites that can be found in low security space in Blood Raiders held territory. See Pirate Faction Occupancy Chart for location details. As with all Radar sites, it is found through exploration. The scanning difficult of this site is Level IV. The loot from this site is worth roughly 2 million isk.
