Though now defunct, the Kimotoro Directive was the second attempt to create a Caldari loyalist alliance in the model of the CVA. The alliance was formed in March 108, after several weeks of haggling between alliance members; its first challenge was an ongoing war between alliance members the Caldari Independent Navy Reserve and the Rogues corporation.

Between March 108 and August 108, the Directive was involved with a number of initiatives, including a campaign in the Placid (Region) region, where Directive forces worked with local militia forces, including Placid Reborn, against pirates in the region. The Directive also organized an escort of Intaki holy figure Vrejama Idama to the Intaki Prime system during this campaign, conveying him safely to the Intaki homeworld.

In August 108, the Kimotoro Directive became the primary Caldari loyalist combatant during the Mito Conflict. Though starting out as a skirmish with pirate forces in the low security systems of the Mito constellation, the conflict broadened in scope during September when anarchist alliance The Star Fraction declared war on the alliance, leading to escalations on both sides.

Internal conflicts, largely between the Caldari Independent Navy Reserve and the other members of the alliance, inflamed by the pressures of the war, eventually led to the dissolution of the alliance by December 108.
