Overview
Background & Goals
The Arek’Jaalan project was conceived on July 9th YC 113, in an Intergalactic Summit thread of the same name.
In the words of its presumptive leader Hilen Tukoss, the aim of the project is to “establish a series of communication networks to enable a greater flow of information between various capsuleer individuals and organizations.”
Specifically, the Arek’Jaalan network aims at “unifying capsuleers with an interest in researching and discussing Sleeper technology and history, Talocan technology and history, Wormhole Space exploration and archiving, as well as any matters that relate to those.”

The presumptive leader of the Arek’Jaalan project, Hilen Tukoss was formerly under the employ of Zainou Biotech. On the 7th July, two days before announcing the Arek’Jaalan project, Tukoss defected to the Minmatar Republic with the assistance of Electus Matari, a Republic-loyal capsuleer alliance. He has since joined the corporation Eifyr & Co. and resides primarily in the system of Eram.
Tukoss addressed the matter of his defection to some extent in a feature-length article with the Scope, but the specific reasons for his departure remain largely unexplained.
The Arek’Jaalan Networks
In order to achieve the stated aim of unifying capsuleers and focusing information-gathering efforts, Tukoss has established two channels of communication, both of which are hosted by Eifyr & Co.
Mailing list: Named Arek'jaalan, the list is a capsuleer only public portal used to issue instructions, share theories and promote discussion.
Live fluid-router channel: A Virtual Reality / Neurovisual Interface compatible channel with support for all the regular methods of remote access and interaction. The channel name is the same as the mailing list: Arek'jaalan. Tukoss is known to frequent the channel, sometimes idling there for many hours as he continues other work station-side.
The Arek'Jaalan Base of Operations
Arek’Jaalan Project is headquartered at the Site One: Antiquus, located in the system of Eram. Purely capsuleer funded and built under the auspice of the Minmatar Republic, it represents an unprecedented collaborative effort between capsuleers and an empire faction. Completed on November 30th of YC 113, the Site One: Antiquus houses research libraries and artifact museums. Truly a sight to behold, the Site One only represents a mere glimpse of a multi-phased construction that will encompass many more projects in the future.
Current Status
As of July 13th, the Arek'Jaalan project remains in its infancy, and as such is primarily an information gathering tool. However, the networks have also been used for other roles, such as conceiving various research proposals (for submission to capsuleer research organizations, as well as Eifyr & Co. teams), and coordinating the recovery of Sleeper artifacts. In this respect, the Arek'Jaalan project appears to have long-term aims beyond information sharing.
Meaning of Arek’Jaalan

In the Caldari dialect known as Napanii, the phrase Arek’Jaalan literally translates to “make dissidents”. The concatenation of the original Napanii word Arekaini (to make) with Jaalan (dissident) is typical of variations in the dialect between regions. In this instance, the phrase is evidently the Lonetrek dialect.
Despite the translated meaning, Hilen Tukoss has on multiple indications claimed that the phrase instead means “to take revenge” although it is not fully clear if he intends that as the literal or figurative meaning of the phrase. He also maintains that the ultimate meaning of the phrase is "fluid".

Criticisms and Detractors
As reported in an article by The Scope, shortly after the announcement of the Arek’Jaalan project, various capsuleer organizations came forward to speak against the project, and in some cases promoted actively working against it.
